Means these people have verified blue tick, they can now upload videos of more than two hours on their account. Videos can be up to 8 GB. However, those who do not have Blue Tick, they will not be able to take advantage of this special facility. After this announcement, a different wave of happiness has run among the blue tick holders, while some users have not liked the new facility of Allen.
